27 May Meeting

Approved as written subject to the amendment of the second
sentence of item 7 ("Wider Dissemination of NIS and NIE Reports")
to read:. "After discussion the members approved the proposed wider
dissemination of NIS and NIE reports in principle, with the under-
standing that in each case NIE's or SNIE's would be referred to the
IAC for approval of dissemination to proposed recipients, and that
the proposed dissemination of NIE 100-58 be deferred pending certain
inquiries by Mr. Cumming within the Department of State."
In this connection, Mr. Arneson advised that the Department
had no objection to the release of NIE 100-58 to the potential reci-
pients named in paragraph 1 of IAC-D-118. After further discussion
it was agreed to release NIE 100-58 to the following officials:
Secretary of Labor, Secretary of the Treasury, Secretary of the
Interior, Secretary of Agriculture, Secretary of Commerce,
Secretary of Health, Education, and Welfare, Director, Office of
Defense Mobilization, Director of the Budget; President, Export-
Import Bank of Washington, Chairman, Board of Governors of the
Federal Reserve System, Director, National Science Foundation.

The Chairman referred briefly to developments in Lebanon
and noted that this situation would be reviewed in more detail during
consideration of the draft estimate (SNIE 36.4-58). .

Bomber Force
The members discussed this estimate generally, and in the
light of various amendments circulated at the meeting.
At 1200 the Chairman requested a temporary adjournment of
the IAC meeting in order that the members of USCIB could consider
a matter in executive session. The members of the IAC resumed
their review of SNIE 11-7-58 at 1245, with Mr. Kent acting as
Chairman.. After a further exchange of views it was agreed to
adjourn and consider SNIE 11-7-58 and the balance of the agenda
items at a special IAC meeting on Thursday, 5 June, at 1530.

The Chairman and Mr. Cumming discussed the Indonesian
situation. Mr. Dulles also raised a question about development's in
Burma and Admiral Frost commented on certain aspects of that
situation.
The members reviewed recent intelligence and information
bearing on the political situation in France. Reference was also
made to developments in Tunis.
With respect to the Middle East the members exchanged views
on the situation in Lebanon, and on the Jordanian-Israeli situation in
the light of the shooting of a UN official on Mount Scopus.
3. IAC Membership
After noting that this would be General Collins' last meeting
as a member of the IAC, the Chairman stated that General Collins

had participated in the activities of the IAC with skill and effective-
ness and thanked him for the excellent contribution he had made to
the work of the intelligence community. General Collins expressed
his appreciation, referred to the valuable experience which he had
gained as a member of the IAC, and stated that General Breitweiser
would be his successor. The Chairman and members then welcomed
General Breitweiser as a new member of the IAC.

The Chairman referred to a letter from the Department of
State on this subject, which had been distributed prior to the meeting
(IAC-D-119, 26 May) and stated that he had named

of Certain US Satellite Programs
After discussion the members agreed to initiate an SNIE
dealing with implications of a US reconnaissance satellite program
pursuant to a request by the Department of State in the light of a
Planning Board requirement. It was understood that the target date
for IAC consideration of this estimate would be determined after a
further consultation by the Department of State with General Cutler.

SECRETARY'S NOTE
Subsequent to the IAC meeting we were informed by the Depart-
ment of State that the relevant policy paper had been separated from
the broader paper on space problems, and would be considered by the
NSC Planning Board about 17 July. Accordingly, the Board of National
Estimates has proposed that work proceed on the basis of a target
date of Tuesday, 8 July, for this estimate.
