Noted. Mr. Dulles stated that he had informed the
President regarding the contents of this report on the preceding day.
c. Review of Sensitive Situations
The members discussed intelligence bearing on the Taiwan
Strait situation, including reports regarding the Chinese Communist
propaganda treatment of recent developments, and their artillery
bombardment and aircraft activities and dispositions in the area.
The Chairman referred to the situation in the Sudan
and he and Mr. Cumming also commented on developments in Indonesia.
3. Review of Draft NSCID*

The Chairman and members discussed the changes in the
draft NSCID No. 6 which had been recommended by Dr. Killian
and General Hull, as outlined in a memorandum circulated prior

to the meeting. (IAC-D-123/2). The members concurred in the
suggested changes in paragraph 6 c, subject to the deletion of the
phrase appearing in parentheses in the first sentence. The Chairman
stated that he would advise Dr. Killian and General Hull of the views
of the IAC and USCIB members prior to the NSC meeting on this NSCID.
discussed certain of the proposed actions in some detail. In particular,
each of the members expressed his views with respect to the question
of whether the new USIB should assign responsibility for COMINT and
ELINT matters to a single subcommittee or to two separate sub-
committees. After discussion, the members agreed to consider this
matter again at the next IAC-USCIB (or USIB) meeting.
The Chairman noted that the President had concurred in his
suggestion that all IAC and USCIB members be invited to attend the
NSC meeting at which the new draft NSCIDs 1 through 7 would be
reviewed and advised the members as to the time and place of the
NSC meeting..

General Cabell, who was then presiding, referred to a

generally the manner in which this NIS had been used recently
within the State and Navy Departments.
