b. Syrian Situation
The members reviewed various aspects of the Syrian situation,
particularly with respect to internal developments, the extent of
Soviet involvement and possible moves by other countries in the area.
Following their review of these matters, the members agreed to
undertake a special estimate on the Syrian situation which should
consider principally the degree of Syrian involvement with the Soviet
Bloc and prospects for a change in present trends. It was also agreed
that this estimate should be drafted on a crash basis and completed in
time for review at the next regular IAC meeting.

4. Soviet Announcement Re
Testing of Intercontinental
Ballistic Missile
The Chairman raised for discussion the recent announce-
ment by the Soviet Union that it had successfully tested an inter-
continental ballistic missile (ICBM). Lt. Colonel Wilson outlined

the action that GMIC had taken and read a preliminary GMIC statement
on the matter. The members and Lt. Colonel Wilson then discussed
pertinent information and intelligence from various sources bearing
on the possible significance of and motives behind the Soviet announce-
ment. GMIC was instructed to make certain modifications in the
final version of its statement and to provide members with copies
as rapidly as possible. The members also concurred in the view that
GMIC should deal only with technical aspects of the problem and not
attempt to treat. any related political ramifications. In this connection,
after discussing the general problem of wider dissemination of the
GMIC statement, particularly from a security standpoint, the members
agreed that the statement should be given a normal distribution in
intelligence publications commensurate with its classification and
substance.
