Executive Session At 1045 the members went into executive session, which terminated at 1055. 2. Approval of Minutes 10 September Meeting (IAC-M-306) Approved as written. 3. Review of Crisis Situations a. West Germany The Chairman stated that, on the basis of the recent elections, the West German situation need not be considered as a "crisis." The members then discussed these election returns as compared with those in 1953, and the possibility of any major changes resulting from the elections. b. Syrian Situation The Chairman stated that the Syrian situation remained highly critical and reviewed with the members various aspects of this situation, particularly with respect to possible moves by the USSR or various Middle Eastern countries. Following their discussion the members agreed that an SNIE dealing with possible Soviet action in various contingencies affecting Syria should be undertaken, and that a draft should be submitted for consideration at next Tuesday's IAC meeting. Copies of a CIA memorandum bearing on this subject were distributed to the members on a restricted basis for use in the pre- paration of this estimate. In this connection, it was agreed that the military services would furnish material for annexes on relevant military dispositions and logistic situations. c. Developments in Thailand After the Chairman noted that a crisis situation had been developing in Thailand for some time, the members discussed the Approved For Release 2003/02/27 : CIA?~bP85S00362R000200090014-5 SECRET Approved For R*e 2003/02/9~9-4~P85S00362RO00090014-5 IAC-M-307 17 September 1957 implications of the recent military coup, including its possible effect on the composition and policies of the new Thai government and its general impact on SEATO and US-Thai relations. The members concurred in the view that no estimate be undertaken at this time but that they should reexamine the situation at a later date. d. Indonesian Situation The members discussed the Indonesian situation, especially the apparent results of the recent round-table conference and evidence bearing on the attitudes and activities of various political and military leaders, both on Java and the outlying islands. Following this dis- cussion the Chairman stated that the members should review this situation again at an early meeting. e. Watch Committee Report No, 371 Noted this report. 4. Interagency Arrangements for Reproduction of Intelligence Information (IAC-D-95/4, 10 September) a. The Chairman informed the members that Mr. Paul Borel 25X1 had succeeded I as Assistant Director for Central Reference and that Mr. Borel would consult the members individually in the near future on problems of mutual concern in this field of activity. He stated 25X1 that I would be Mr. Borel' s deputy, vice 25X1 who had received another important assignment. After notin that Mr. Borel had also been designated to succeed ths 25X1 Chairman of the Ad Hoc Committee on Information Processing (AHIP), Mr. Dulles expressed the appreciation of the IAC to 25X1 for his effective work as Chairman of that Committee. b. The members reviewed the report by AHIP on interagency ar- rangements for reproduction of intelligence information. The Chairman emphasized the importance of ensuring that the language -3- Approved For Release 2003/02/27 : CIA-RDP85S00362R000200090014-5 SECRET SECRET Approved For R*e 2003/02/27 : CIA-RDP85S00362RR00090014-5 IAC-M-307 17 September 1957 contained in the recommendations of the report not be subject to the possible interpretation that it modified or limited responsibilities imposed by statute on the Director of Central Intelligence or the various IAC agencies for dissemination of intelligence information. After certain amendments were suggested, the members agreed that AHIP consider this problem and re-submit any proposed changes for IAC review. 5. Soviet Announcement of ICBM Test (GMIC Report, 13 September) Lieutenant Colonel Wilson outlined the reasons for the GMIC evaluation contained in its 13 September report and discussed this matter generally with the members. At 1200 the Chairman requested that this discussion continue in executive session. The members agreed that an SNIE concerning evaluation of evidence bearing upon possible Soviet ICBM testing should be undertaken on, a crash basis. It was also agreed that representatives of GMIC and NSA should participate in coordination of this paper, and that a draft' be submitted for IAC consideration at a special IAC meeting tentatively set for Friday, 20 September. 6. Studies in Intelligence While the members remained in executive session, the Chairman invited their special attention to a new intelligence publication and asked Mr. Kent to explain its background and purpose. Mr. Kent then informed the members about the forthcoming publication of a new quarterly journal entitled Studies in Intelligence, designed to develop a professional literature of intelligence doctrine and theory. He solicited the cooperation of the members in this project, noted that the first issue would contain an article by Lieutenant General John A. Samford, USAF, and invited contributions from all components of the intelligence community.
