The members discussed a CIA report on this situation,
dated 11 February, which had been circulated to the members prior
to the meeting. They also exchanged views on other. information and
intelligence from various sources bearing on developments in Jordan.

The members then discussed the nature of the formal action
which the IAC should take with respect to this report. After various
members had expressed their views, the Chairman stated, and the
members concurred, that the action in this instance should not be con-
sidered tantamount to IAC approval of, or concurrence in, specific
language in the paper, as in the case of estimates, but rather should
be construed to reflect general agreement that the situation outlined
was sufficiently critical to warrant calling it to the attention of policy
makers and the principals of IAC members. With respect to specific
dissemination, Mr. Dulles proposed, and the members agreed, that
the report, as amended, be passed to the White House, Secretary of
State, Secretary of Defense, Chairman of the Joint Chiefs of Staff,
and General Cutler, as well as to IAC members. In response to a
query by General Lewis, the Chairman emphasized that he suggested
distribution to these particular recipients because of his responsibility,
as intelligence advisor to the NSC, to keep members of the NSC in-
formed as to such developments, and that individual IAC members should
continue to be the normal channels for transmission of such intelligence

to their principals. The members also considered and (in renewed
discussion following item 6) approved the form of the covering
memorandum to be used in disseminating this report.

Stability and Cohesion of the
Soviet Satellite Structure
After a discussion of this paper, the Chairman suggested, and
the members concurred, that final action be deferred until the next
regular meeting of the IAC. It was also agreed that, prior to further

action by the IAC, the IAC representatives should consider this
estimate again in the light of this discussion and any additional
review by individual members.
7. NSC Communications
The Chairman outlined and discussed generally with the
members certain communications from the National Security Council
bearing on activities of the IAC or individual components of the in-
telligence community.
At 1240, the Chairman requested an executive session.
