Approval of Minutes 19 March Meeting (IAC-M-281) Approved as written. 2. Watch Committee Report No. 346 Draft Handbook of Standing Subcommittees of the IAC (Memorandum to IAC, 6 March, Limited Distribution) Noted this handbook, agreed that it be classified "Secret, " and approved its further dissemination, as amended, to IAC members in the number of copies requested (such requests to be limited to five to ten copies), and to General Cutler. With respect to amendments, the members concurred in General Collins$ suggestion that the foreword include a notation that no statement in the handbook should be construed to supersede or be a substitute for the terms of reference or mandate under which any subcommittee presently operates. After reviewing the status of the various subcommittees, the members also agreed that hereafter the Domestic Exploitation Committee, the Resistance Intelligence Committee and Standing Committee on Exchanges should be considered as ad hoc rather than standing subcommittees of the IAC and be so listed in the handbook. In view of this decision, it was further agreed that the statements regarding those subcommittees appearing in the draft volume should be deleted from the published handbook. 4. Review of Crisis Situations a. Situation in Argentina After referring to the Argentina economic situation, and noting certain recent developments which appeared to have averted an immediate crisis in that country, Mr. Armstrong invited the members' attention to various factors bearing on the danger of political and economic crises developing in Argentina over the next few months. In this connection, the Chairman stated that he would consider including an item on Argentina in his next NSC briefing. c. Other Crisis Situations The members also reviewed certain aspects of the Syrian, Indonesian and Suez situations. 5. Visit of Admiral Burke Admiral Frost noted and discussed with the members certain problems .with respect to a projected visit of Admiral Burke to England. 6. Quarterly Revision of the National Estimates Program (Memorandum to IAC, 20 March) Approved, subject to scheduling SNIE 100-2-57, "Enemy Capa- bilities to Mislead the US, " for completion on 23 April, listing a Philippine estimate for IAC review in mid-August, and including an Argentine estimate as the first item on the tentative list. After General Lewis raised a question regarding the target date for completion of NIE 11-4-57, !'Soviet Capabilities and Courses of Action Through 1962," the members discussed this matter and agreed to review the timing of this paper at the next regular IAC meeting, in the light of further inquiries with respect to any NSC requirements. Threat of Arab-Israeli Hostilities (Memorandum to IAC, 15 March) The members discussed a CIA memorandum on the threat of Egyptian-Israeli hostilities, dated 15 March, which had been cir- culated prior to the meeting, and a supplementary CIA memorandum on the status of the Israeli-Egyptian crisis dated 19 March, which was distributed at the meeting. The members also reviewed intelli- gence and information from other sources bearing on this situation, Following their review of this situation, the Chairman suggested, and the members concurred, that the two memoranda discussed should be combined and circulated, as amended, within the intelligence community.. The Chairman emphasized the seriousness of the situation and the necessity of remaining alert to new developments. 3. NIE 11-5-57 Soviet Capabilities and Probable Programs in the Guided Missile Field a. Noted the post-mortem on this estimate. With respect to the recommendation in paragraph 5, the members agreed that the IAC agencies and appropriate sub- committees, including GMIC, JAEIC and SEC, should take the action and make the progress reports, as recommended. In addition, the members concurred in the Chairman's suggestion that this topic be placed on the agenda of the IAC in about two months, for pre- liminary discussion and consideration of the procedures to be followed, including the possible need of establishing additional machinery for implementing action on the recommendation. The Chairman emphasized his view of the importance of the recommendation contained in paragraph 6 of the post-mortem. The members then exchanged views on,, and agreed to the establishment of the ad hoc committee as recomtended. The Chairman suggested, and the members concurred, that this ad hoc committee be estab- lished as a small, high-level group with each interested agency represented, under the chairmanship of 25X1 b.
