Approved, as amended at item 6. The entire draft item 6
will be stricken and the approved reading will be as follows:
"The IAC deferred action on the proposed terms of reference
until the next meeting. "
2. Watch Committee Report
No. 285
a. The report was noted.
b. The Committee discussed briefly the Chinese Communist
build-up on the mainland opposite the Nationalist-held offshore
islands.
3. Proposed Terms of Reference
for the Committee on International
Communism
(IAC-D-99/2, 9 January 1956)
a. Approved the terms of,reference as amended.
b. Mr. Belmont said that the FBI would participate as a
member of the committee.
Proposed Terms of Reference
for the Guided Missile
Intelligence Committee
(IAC-D-81 / 14, 13 January 1956)
a. The Committee reviewed the draft terms of reference
and revised the draft in the light of the amendments proposed.
b. The Secretary was instructed to circulate the revised
draft to permit further consideration by the Committee of any points
raised by members.

c. The Chairman requested the IAC members to notify
the Secretary of the names of members and alternates designated
to serve on the GMIC in order to facilitate the designation by the
IAC of a chairman for GMIC once the terms of reference have been
approved.
d. It was noted that the terms of reference for GMIC,
when approved, would supersede certain portions of DCID 3/4.

6. Release to SHAPE of Indications
of Soviet Military Aggression
(IAC-D-6/ 11. 3, 16 January 19 56)
Deferred consideration until General Cabell, General
Gaither,' and Admiral Layton are able to attend in view of their
discussions with General Schweizer concerning this problem.
7. Executive Session
At 1230 the Chairman asked the members to remain for
an Executive Session.
