Approval of Minutes 30 October Meeting (IAC-M-263) Approved as written. 2. Watch Committee Report No. 326 Noted this report. 3. Review of Arab-Israeli and Suez Situations a. The Chairman stated that, subsequent to the special IAC meeting of the previous evening (which had adjourned at 0100), he had requested that formal circularization of the estimate approved at that meeting (SNIE 11-9-56) be withheld in order that he might again review the paper in the morning. Mr. Dulles noted also that he had taken the estimate as a draft to the White House during the morning (6 November) where it had been personally read by the President. b. Mr. Dulles then referred to late information and intelli- gence from various sources, particularly that bearing on the Middle East situation, and stated that he would ask the IAC members to re- consider SNIE 11-9-56. C. Army Briefing. Army representatives gave a briefing on the military situation in the Middle East, especially with respect to developments affecting ground forces. d. SNIE 11-9-56 Sino-Soviet Intentions in the Suez Crisis Following distribution of a proposed revision of SNIE 11-9-56, the members discussed this draft and approved the proposed revision, as amended. General Cabell introduced a naval representative who briefed the members on matters affecting the naval situation in the Middle East. f . Air Force Briefing. Air Force representatives reviewed Middle Eastern developments, particularly with respect to relative air force strengths and current or potential air activities. 25X6 4. SNIE 11-8-56 Likelihood of Soviet Violation of Austrian Neutrality While considering this estimate, which had been prepared to meet a White House requirement, the members reviewed various relevant matters, including a special report received by General Schow and certain State Department communications. Following their discussion, the members approved the estimate, as amended. Review of Developments in East Europe General Cabell noted that significant recent developments in East Europe had been considered by the members in connection with their discussion of other agenda items, particularly the Watch Committee report, the review of the related Middle Eastern situation and their consideration of SNIE 11-8-56. 7. Release of SNIE 11-9-56 Sino-Soviet Intentions in the Suez Crisis A question having been raised as to whether SNIE 11-9-56 should be released to the UK and/or Canada, the members agreed that this estimate should not be released to those governments. No objection having been raised by a member, the Secretary has authorized release to USIA of 25X1 and SNIE 12-2-56, "Probable Developments in East Europe and Implications for Soviet Policy, " both dated 30 October 1956 (IAC-M-263, 30 October 1956, Secretary's Note 1). 2.
