1. Approval of Minutes
(IAC-M-181; 18 January 1955)

2. Reactions to Certain Possible
US Courses of Action with
Respect to the Islands Off
the Coast of China
(SNIE 100-3-55)
a. The Chairman gave the background of the preparation
of his memorandum stating that it had been prepared on extremely
short notice on Thursday night, 20 January, for presentation to the
NSC as the CIA view the following morning. The Chairman noted
that, as a result of the President's message to Congress and the
proposed joint resolution, certain portions of the estimate (those
regarding immediate non-Communist reactions) were already
moot. It was agreed to delete these from the paper.
b. There ensued a discussion of the disposition to be
made of the paper in view of the fact that it had been largely over-
taken by events. It was generally agreed that the same persons who
had received the DCI's memorandum should receive the coordinated
text with a notation that it would be followed by another paper on
the same subject. The new paper will be produced subsequent to
action by Congress and will reappraise the situation in the light
of reactions to the policy set forth in the President's message
and actions taken thereunder.
c. The paper was thereupon reviewed and approved as
amended, the members indicating differences of view in various
footnotes.
3. The Tuapse Defectors
The Chairman reported that a letter to the Attorney General
had been drafted by the IDC for his signature regarding admission
to the US of such of the 21 Tuapse defectors as seemed desirable
after screening.. All of the agencies represented on the IDC had

concurred except the FBI. The Chairman stated that he planned to
take the matter up at the OCB meeting the following day but that he
was reluctant to send the letter if the proposal ran counter to high
government policy. He regarded it as a matter that should be
reviewed at the highest levels of State and Defense. No objection
was raised to this procedure. The State member agreed to have
Mr. Herbert Hoover, Jr. , advised before the OCB meeting. The
FBI member stated that he believed the Attorney General was
already advised.
4. Vietminh Violations of the
Geneva Agreements through
31 December 1954
(IAC-D-93; IAC-D-93/1)
IAC-D-93 was noted. It was agreed that its distribution
within the government should be "in accordance with established
procedures" as in the case of NIE's.
The
question of continuing the working group on this subject was
deferred.
