Possible Developments in South Vietnam (NIE 63.1-2-55) Certain sections of the estimate were reconsidered changes made. (See IAC-M-193, 25 April 1955) 2. Approval of Minutes 12 April 1955 Meeting (IAC-M-191) 16 April 1955 Meeting (IAC-M-192) Approved as written. 3. Post-Mortem of NIE Production for the Period 1 July to 31 December 1954 a. Noted with suggestions for certain changes. b. The Chairman proposed that a new procedure be adopted to provide for two kinds of review subsequent to the com- pletion of an estimate: (1) An immediate post-mortem on each estimate to record the intelligence deficiencies encountered by the estimators in its preparation. To be prepared by the interagency group that wrote the estimate. (2) A review of each estimate after-the lapse of an appropriate interval (usually within six months to a year) to study the validity of the estimate, i. e. , how good the estimate was in the light of subsequent developments. c. The proposed procedure was approved and the Secretary was instructed to incorporate it in the minutes. Release of RIR-1 "Anti-Communist Resistance Activities and Potential in Poland" and RIR-2 "Anti-Communist Resistance Activities and Potential in Communist China" also approved. 25X1 6. Attache System Several members commented on the intelligence value of the attache system and the losses to intelligence collection which result from any curtailment of attache personnel.
