Action; Appxoved, subject to the substitution of "Portugal" for "Poland"in the last line of paragraph 1 of the Secretary s Notes. Intelligence Support for NSC 'Consideration of Continental Defense ~. Action: Agreed to submit the estimate of tl~e Board of National Estimates to the Planning Board on Thursday, 4 February. Concux~ently, the estimate will be submitted to the IAC agencies for review. It was understood that the estimate would be coordinated in the IAC prior to 17 February, the date on which NSC action is scheduled. 4 Discussion: informed the members that the Planning Board had just requested background information as to Sovj,et capabilities for attack on the U. S. through 1957. This request would not be met by SNZE 1 l -54, but could be filled by using the forme.t of 0 and including the substance of the current J~iEIC paper and such drafts of military intelligence studies as are now available as a result of current JIC activities.
