Action: Approved as amended. Adjustment in NIE Program (Memo to IAC from Board of National Estimates, 13 April) 5. The Director pointed out that the Council is not scheduled to meet this week but will next week, whereas the IAC is not scheduled to meet next week. Various members commented on the situation in Indochina. Secretary`s Note: 1. All agencies having concurred in the proposed release of certain NIS elements to OGB (IAC-D-45/54), these NIS elements were released on 12 April 1954. 2. The Board of National Estimates has recommended the 25X1 non-release to any foreign government of I (Memo to IAC dated 8 April 1954), and NIE 20-54 (Memo to IAC dated 19 April 1954).
