Action: Approved as amended. 25X1 1. Action: Approved. Reconsideration of NIE 13-54,4 "Communist China's Power Potential Through 1957" Proposed Release of NIE `11-3A-54 to 3. Action: Agreed to postpone final consideration until the next meeting. 4. Discussion: I explained that NIE 65, which had included data on the same subject as the current estimate and classified as Top Secret, had been released 25X1 5. The Air Force had submitted this proposal for release to the State-Defense Military Information Committee (SD-MIC) and while the State Department had concurred, with the Army and Navy non-concurring, the request for an SD-MIC ruling had now been withdrawn on the ground that action on this release by SD-MIC was not required. General Samford explained that he had come to this view on the ground that within the purview of paragraph 5b of NSCID-1, SD-MIC policy per- tained only to U.S. military information such as information on military hardware. It was General Samford's opinion, concurred in by 25X1 that the paper proposed for release did not reveal intelli- gence methods. 6. There was some discussion of the relationship between SD-MIC and the IAC in regard to the question of authority for release of military information. While this relationship was not completely clarified, it was noted that the military intelligence chiefs are both IAC members and responsible for Defense participation in SD-MIC. IAC-M-154 25 May 1954 Approved For Release 2003/01W M NTIM62R000200050029-3 Approved For Rel.e 200 F Departments and Agencies of May 25, 1953,which pertained to the release of information to foreign governments, had been amended by a supplementing Presidential memorandum to the Secretary of Defense bearing on the release of intelligence and intelligence informa- tion to foreign governments. He explained that the need-to-know requirement as stated in the first cited memorandum could be waived in the presence of a judgment of net advantage to the United States. The Chairman suggested that the members give further consideration to this matter for action at the next meeting. (Subsequent to the meeting, Mr. Armstrong reported receipt of Matters for NSC Briefing 10. The Chairman said that he would appreciate receiving any late intelligence regarding the status of the Chinese offshore islands, particularly the Ta-ch'en group, in view of reported Chinese Com- munist activities which might bear upon an attempt to seize the islands. 11. He also requested any later information on activities in the Indochina delta region. Secretary's Notes: 1.
