Action: Approved Proposed Releasel of Terms of Reference for NIE 11-6-54 ("Soviet Capa- bilities and Probable Programs in the Field of Guided Missiles") (IAC-D-81/1, 15 June 1954) 3. Action: Agreed that CIA, on the basis of the dis - cussion, would prepare and circulate for IAC approval revised Terms of Reference and a draft transmittal memorandum 4. Discussion-I The FBI representative under- took to review and recommend concerning the statement bearing upon espionage. 25X1 There was agreement that no inhibitions should be placed on the IAC's ability to provide all U. S. consumers the best possible NIE.
