3. Action: Agreed that CIA, on the basis of the dis -
cussion, would prepare and circulate for IAC approval revised
Terms of Reference and a draft transmittal memorandum

The FBI representative under-
took to review and recommend concerning the statement
bearing upon espionage.

There was agreement that no inhibitions should be placed on
the IAC's ability to provide all U. S. consumers the best
possible NIE. On the other hand, it was recognized that the
particular conferees involved in December would benefit by
