3. Action: Several amendments were approved. Final action
was postponed until the next meeting of the IAC, at the request of
the DCI.
Viability of a South
Vietnam State
4. Mr. Dulles circulated a Board of National Estimates
memorandum dated 12 July on "Critical Factors Underlying the
Viability of a South Vietnam State. " He announced his intention
to brief the NSC on 15 July on the basis of this memorandum and
requested the IAC members to communicate to him before 15 July
any views they might have on the Board memorandum.

Proposed Amendment to the
Atomic Energy Act of 1946
3. The Director circulated copies of his letter of 25 June to
the Chairman, Joint Committee on Atomic Energy, and of an amend-
ment approved by the Joint Committee on 28 June. He summarized
the purpose of the proposed permissive amendment as discussed in
the letter, pointed out that the procedure for determining whether or
not to release national intelligence (NSCID-1, paragraph 5 b) would
be unaffected, and invited the members' comment.

4. Mr. Dulles welcomed Mr. Ralph R. Roach, recently
designated by Mr. Hoover as the FBI's alternate representative
to the IAC, vice Mr. Victor P. Keay, and Brigadier General
Robert A. Schow, recently appointed A. C. of S., G-2, Foreign
Operations.
