The Toint Staff member added a note to the effect that he considers the
estimate incomplete without some examination of the consequences of
Chinese Communist failure in an attempt to capture a US-guaranteed
Ynajor offshore island(s).
2. It was agreed that the estimate would be in print and issued
the following day.

SNIE 100-4-54 "The Situation with Respect to Certain Islands Off the
Coae;t of Mainland China"

Office of the President, Denver, Colorado; at 1700 September 5, at
the request of the Deputy Executive Secretary; National Security
Council; it was transmitted by cable to the Secretary of State, Manila
Conference, at 1519 September 6, at the request of the Special Assistant,
Intelligence, Department of State.
