IAC-M-166 4 September 1954 The Situation with Respect to Certain I91an s Off the Coast of Mainland China (SNIE 100-4-54) 1, Approved as amended subject to the inclusion of reservations in footnotes by members as follows: a. Paragraphs 11 and 14: Army. b. Paragraph 18: Joint Staff, Navy, and Air Force. c. Paragraph 19: Joint Staff. The Toint Staff member added a note to the effect that he considers the estimate incomplete without some examination of the consequences of Chinese Communist failure in an attempt to capture a US-guaranteed Ynajor offshore island(s). 2. It was agreed that the estimate would be in print and issued the following day. i-djournment: 1755 Secretary Secretary's Note 1. The Board of National Estimates has recommended that SNIE 100-4-54 "The Situation with Respect to Certain Islands Off the Coae;t of Mainland China" This matter will not be referred to the IAC for formal action except at the request of a member. The text of SNIE 100-4-54 was transmitted by TWX to the Office of the President, Denver, Colorado; at 1700 September 5, at the request of the Deputy Executive Secretary; National Security Council; it was transmitted by cable to the Secretary of State, Manila Conference, at 1519 September 6, at the request of the Special Assistant, Intelligence, Department of State.
