Proposed Estimate on
Current Trends in South
Vietnam
3. Mr. Dulles noted the urgent need for bringing to the
attention of the policy makers the rapidly deteriorating situation
in South Vietnam which might well result in the early loss of that
area unless prompt action is taken. He indicated that he had earlier
briefed the NSC on certain aspects of the situation but thought it
highly desirable to prepare a memorandum on the subject, preferably
one presenting a coordinated IAC position.
Mr. Dulles then read a brief draft on the subject, copies
of which were circulated. It was agreed that the representatives
would meet later in the day to consider the draft and that if possible,
an agreed paper would be issued by night or the next day. It was
anticipated that coordination could be completed without another
meeting of the committee.

General Cabell presented for consideration a paragraph
developing the fact that advance warning must be considered in the
light of the purpose of that warning. It was agreed that this was a
matter of considerable importance but that it would be more
appropriate to refer it to the NSC subcommittee for which SNIE 11-8-54
is being prepared than to include it in the estimate.

a. A footnote to the first sentence of paragraph 9 by
the Army member, concurred in by the Air Force member:
b. Further study of Tables 5 and 6 concerning Soviet
long-range aircraft by the Navy member in consultation with the
Air Force member, and some modification of the title of Table 6
to conform to a suggestion of the Joint Staff member. It was
agreed that the matter should?be resolved within two weeks, and,
if the Navy member did not then concur in the tables, a footnote
should be added to that effect and the paper published.
