from Mr. Rowland Hughes, Director get
Chairman of the IAC, requesting the Intelligence Advisory Committee
to "compile a special budget analysis summarizing by member agency
the 1956 budget estimates for those overt intelligence collection
activities which are the direct responsibilities of the officers comprising
the Committee. " Mr. Hughes noted that, to be most helpful, the
material should reach him by 1 November. It was agreed to defer
detailed consideration of the matter until the next meeting.

9. Mr. Dulles stated that Mr. Cutler had requested a briefing
of the NSC at its next meeting on the" situation in Vietnam and a further
treatment of the offshore island situation. Mr. Dulles indicated that
he would contact the members for the latest information on these
matters before the NSC meeting on 24 September. The Chairman also

10. Admiral Layton noted that information had been brought to
his attention suggesting the possibility that Tito is deceiving the US and &,~f
.ya in fact,working for the Soviet Union. Mr. Dulles directed the Board
of National Estimates to review the estimates on this subject and to
decide whether the matter should be reopened. It was also agreed that
Admiral Layton would send to the Board the staff officer who had
briefed him on the subject. The FBI member also agreed to contribute
to the discussion. The Chairman stated that the OCI analysis of the
article in the "Freeman" on this matter would be sent to Admiral
Layton.
