Approval of Minutes (IAC-M-173, 2 November 1954) Approved as written. 25X1 3. Post Mortem of NIE Production for the Period 1 January to 30 June 1954 a. The IAC noted the paper after accepting an amendment by the AEC representative. b. Mr. Armstrong raised the question of going beyond the scope of this paper by a review of the estimates made to determine their validity. c. It was agreed that it would be worthwhile at least to experiment with such a review. As a preliminary, the Board of National Estimates was directed to make available to the IAC members its study of the validity of certain estimates prepared for the Clark Committee. Reference was made to Part I of the OIR contribution to This 25X1 critique of.NIE-71 25X1 25X1 I Iwill also be made available to the IAC 4. Final Report Ad Hoc IAC Committee (Watch) (IAC-D- 6 / 5) This report was noted and the committee was discharged with a vote of thanks to the Chairman of the Committee and its members for a job well done. The IAC Secretary was directed to inform the committee members of this action. Release of Information by FBI to NIC Mr. Dulles referred to his talk with Mr. J. Edgar Hoover about the arrangements for releasing certain types of information to the NIC. Mr. Dulles said substantial agreement had been reached and that he was awaiting FBI concurrence before presenting the terms of the agreement t o the IAC. Second Annual Progress Report to the IAC of the Scientific Estimates Committee (IAC-D-74/2) 10. Proposed Estimate on Consequences of Various Possible Courses of Action with Respect to Non-Communist Controls over Trade with Communist China (ONE Memorandum dated 12 November 1954) a. Agreed to undertake this estimate proposed by the Special Assistant, Intelligence, Department of State, for completion by about 1 January 1955. b. The Board of National Estimates was directed to consider the consequences of tightening controls as well as their relaxation. 11. Executive Session At 1325, the Chairman called for an executive session to discuss the status of a proposed revision of certain directives.
