Approval of Minutes (IAC-M-177, 7 December 1954) Approved as written. 25X1 3. Proposed Estimate on Hungary (ONE Memorandum dated 13 December 1954) Approved the request of the Special Assistant, Intelligence, Department of State that an NIE be produced reviewing the internal. situation in Hungary. Target date for completion of this estimate was set at 22 February 1955. Copies of the intelligence report on Hungary just produced by the Department of State will be made available to members for their information. 4. Reaction of Soviet Union to Paris Agreements The Chairman stated that the intelligence community should be alert to the reaction of the Soviet Union, other than by words, to the Paris agreements and how this reaction might develop. He indicated that the matter is being studied by CIA and also by State and requested the members to advise him, as a matter of urgency, on any clues that might come to their attention which could be passed on to the meetings in Paris. 5. Scheduling of Next IAC Meeting Because a meeting of the NSC is scheduled for Tuesday morning, 21 December, it was agreed to hold the next meeting of the IAC at 1045 on Monday, 20 December. National Intelligence Objectives (IAC-D- 50/ 3) a. The proposed DCID 4/3 "Comprehensive National Intelligence Objectives" was approved without change. b. The proposed DCID 4/4 "Priority National Intelligence Objectives" was approved as amended. c. It was agreed that the current DCID on priority national intelligence objectives be reviewed at least semi-annually hereafter or on the request of any member of the IAC. d. In approving DCID 4/4, the committee decided not to take action on the recommended "Criteria for Determining Priority National Intelligence Objectives" (IAC-D-50/3, Appendix C) but instead agreed to undertake a study of criteria in order further to clarify the issues involved and to provide a basis for future review of the directive. e. The Chairman requested Mr. Amory, CIA Advisor to the NSC Planning Board, to bring these directives on National Intelligence Objectives to the attention of General Cutler with a view to presenting them to the NSC for information if he considers it appropriate to do so.
