Action: The Minutes of 21 July 1953 (IAC-M-114) were approved. Revised NIE Program for Remainder of 1953 (To be issued as IAC-D-1/4) 2. Action: Approved, as amended to schedule in the fourth quarter and to include the SE mentioned below (Item 4). Proposed NIE on Soviet Bloc Capabilities for Economic Warfare 3. Action: Agreed to produce by 15 November 1953, or earlier if possible. Proposed SE on Capabilities and Probable Courses of Action of ROK With Respect to an Armistice 4. Action: Agreed to produce by 15 October, or earlier if circumstances warrant. General Partridge undertook to relay to FECOM, via G-3, operational questions to be elaborated by the Board of National Estimates. It was understood that replies would be unofficial but should, at a minimum, serve as assumptions pertinent to the Special Estimate. 25X1 Proposed Release of and SE-47 5. Discussion: All agencies except State having agreed to the proposed release of SE-47, Mr. Armstrong undertook to have this matter reconsidered by the Department before the next meeting of the IAC. 25X1 7. Action: Approved as drafted by IAC representatives on 31 July and as a stopgap revision pending review by the Board of National Estimates of this Directive, as well as of the related Directive DCID-4/1, in the light of NSCID-4 ("National Intelligence Objectives"). The Board will draft its proposals in consultation with the IAC agencies, and with the IPC and thereafter will submit them to the IAC. 8. Discussion: General Samford expressed his opinion, and that of the IAC representatives who worked on the subject revision, that the Directives on national intelligence objectives .merit a general review for the purpose of possible basic revision. It was brought out by discussion that both estimators and collectors are interested in and affected by directives on this subject, and that the guidance of the NSC should be available to intelligence in this regard. Matters for NSC Briefing 9. Discussion: Mr. Dulles indicated he would be briefing the NSC on SE-36/1 and on Indochina. Several members commented on developments in Indonesia and the desirability of re-examining the existing estimate on that area.
