Matters for NSC Briefing
3. Discussion: The Director indicated he would be briefing
the NSC on Soviet capabilities in the field of atomic energy. It
was made clear that the briefing would be based on the current ver-
sion of the agreed semi-annual estimate and would not include the
substance of SE-36. SE-36 will be discussed by the IAC in. the light
of the Edwards' report pursuant to NSC-140. Dr. Henderson proffered
suggested changes in SE-36 for the possible use of a working group.
