Approval of Minutes
1. Action: The minutes of the meeting of 12 February 1953
(IAC-M-95 , were approved, subject to the following changes: add
the Interdepartmental Intelligence Conference (IIC) to the com-
mittees mentioned in paragraph 3; insert "and the Air Force" after
"CIA", paragraph 6, page 2; and change "committee" to "committees"
on the second line of paragraph 7.

3. Action: Appr5vcd the terms of reference as revised and
agreed that the title should, as,nearl as possible, reflect the
restricted scope of the estimate.
USSR Electro-Magnetic
Capabilities
4. Action: The acting chairman reported that NSC has directed
the DCI to produce in 60 days a coordinated assessment of the electro-
magnetic capabilities and intentions of the USSR. In pursuance of
this directive CIA was proceeding, he said, through regular channels
to initiate reports on the scientific aspects through the SEC and
on the economic aspects through the EIC. On the basis of these
reports ONE and the IAC representatives can proceed to produce an
estimate of the USSR intentions and probable courses of action in
this field.
