1. Action: The minutes of the last meeting, 7 January 1952,
(IAC-M-56 were approved.
Probable Developments in the
Republic of Panama through
Mid-1952 5E-21
2. Action: Approved as amended. Suggestions for adjusting
and correcting the discussion section of the paper will be taken
into account by O/NE before publication.
Dissemination of National
Intelligence to Foreign
Governments IAC-D- 0
3. Action: The draft letter was approved, the bracketed portion
of Paragraph 3 to remain and an additional paragraph to be inserted
informing the National Security Council of the current practice of the
CIA in respect of dissemination to foreign governments of CIA collected
and. produced intelligence. The final draft will be cleared with the
agencies before transmittal.
Progress Report (IAC-PR-21)
4. Action: It was agreed that "Probable Developments in Indo-
china" (NIE-35 l) is needed urgently. It was also agreed that in view
of the serious lack of accurate intelligence on the situation in Indo-
china, the State Department should:
a. Request the minister at Saigon to report urgently the.
consolidated data and views of the U. S. intelligence agencies
in Saigon, including minority views, and
b. To request Paris Embassy to submit a similar report.
5. Action: 0/1\?E and the agencies' representatives were reque `e:J.
to review on an urgent basis recent developments in the build-up o
the China mainland with respect to possible implications for Communist
(Generally reference NIA=27)
