1. (C) I share your concerns regarding the leaks of sensitive
information in the NID expressed in reference (a) and am
responding to your requests to all Navy recipients for specific
arrangements regarding local handling:
a. (C) My Special Courier personally delivers the NID daily
at 0800 directly to the Executive Assistants of the Secretary of
the Navy, the Chief of Naval Operations, the Vice Chief of Naval
Operations and myself. Each copy is individually enclosed in a
special NID pouch. Following recipient's review, usually the same
day, my courier retrieves each NID. All four copies are packaged
together and returned to your agency. This process may require
several days because some of the officials are usually on travel.
b. (C) I understand reproduction restrictions of the NID
and will seek approval should the need arise.
c. (C) The NID is always returned to the SSO for control,
-accountability, and transmission to your headquarters soonest.
2. (U) The NIDs referred to in reference (b) have all been
returned (23 and 31 May).
3. (U) The NID is always handled on a "hand to hand" basis and
retained in an authorized space. We guard it very carefully.
