Approved For Release 2008/04/14: CIA-RDP85M00364R001803600016-0 August 5, 1983 MEMORANDUM TO THE HEADS OF DEPARTMENTS AND AGENCIES SUBJECT: Report of the White House Science Council Federal Laboratory Review Panel . The White House Science Council has recently completed a review of Federal labora.tories. The report of that resin notes that our Federal laboratories have great potential but that they could play a far greater role in meeting national needs if certain management and operating improvements can be made. As we enter an era of increasing dependence on our science and technology, it is essential that we make better use of our Federal laboratories. I am directing the Office of.Science and Technology ol1cy (OSTP) and the Office of Management and Budget (0-MB) to lead an interagency effort to respond to the central thrust of the report. A report on actions taken by the agencies in this effort should be presented to me by OSTP and OMB no later than July 1, 1984. Agency heads with responsibilities for Federal laboratories are directed to work with these offices in addressing the Science Council's recommendations.
