Please accept my sincere appreciation for the assistance you and the country analysts at the Instability and Insurgency Center recently provided to LTC Garrell Sutherland and MAJ Thomas J. Kuster during their visit to the Central Intelligence Agency on 21 December 1982. 2. As you are aware, the US Army Institute for.Military Assistance is currently engaged in an extensive analysis of missions assigned to US Army special opera- tions forces, to include regional force structuring.* The invaluable information your analysts provided to LTC Sutherland and MAJ Kister made a significant contri- bution to their regional analysis. The detailed and expert knowledge demonstrated by your analysts speaks well of them and the Instability and Insurgency Center. 3. During the course of LTC Sutherland's discussions with your analysts, it became apparent that the 1st Special Operations Command (1st SOCOM), the Institute for Military Assistance, and the Instability and Insurgency Center have many common areas of interest. In view of this, it is my desire that there be an ongoing exchange of information in these areas to insure. an understanding of the capabili- ties and limitations of 1st SOCOM to conduct operations at the lower end of the spectrum of conflict. I would welcome an opportunity to acquaint you and selected members of your staff on the missions and employment of special operations units. A liaison visit by you and your staff, to my headquarters, would be the most efficient and expeditious manner to accomplish this effort.
