1. Thanks for your response to my request for concise information about
what the committee is doing, how well it is doing, and how it might do better.
You talk about integrating the collection plans more systematically into the
national intelligence estimate process. I have been pushing that process to
pinpoint intelligence gaps and specify the kind of future information which
would help determine whether things are going in the direction projected by
the estimate or in some alternative direction. I would like to have the
HUMINT Committee focus on what it might do to see. that these efforts in the
estimating process, and in other intelligence products also for that matter,
are effectively followed up and implemented by the collectors.

4. I would like to see the draft of the revised plan on terrorism and
also the material for a revised Cuba collection plan as soon as that is
avaiable.
5. 1 found Ambassador Isham's report-on new developments in the processing
of open source material, which he delivered at last Tuesday's morning meeting,
most interesting. I assume that what he is doing is coordinated with the work
that Julian Nall is doing as NIO for Science and Technology.
