1. Pursuant to Representative Romano Mazzoli's earlier
commitment that he would confirm with attorney
with the ACLU, that and I had indeed arrived at an
agreement on FOIA relief legislation, Mr. Mazzoli called

and me to his office on l1.March 1983.
2. In the course of =anagreement. meeting, Representative
.Mazzoli closely questioned and me to assure himself
that we had indeed arrived Mr. Mazzoli
said he was very pleased that there was an agreement and
said that consequently he believed that chances for getting
appropriate legislation d be quite good. Mr.
Mazzoli sternly lectured to emphasize that the
ACLU "had no right" to get in ormation which reveals the
identities of sources or details regarding intelligence
methods. At the same time, Mr. Mazzoli said to me that the
public does have a right for access to all. intelligence
produced by the Community which contributes to policy decisions
to the extent that ation can be disclosed without _such inf damaging security. and I each expressed out:

precisely what we had hoped to achieve with our agreement.

3. A brief discussion was held regarding how to proceed
henceforth. It was agreed that Mr. Mazzoli would telephone
me this week to request the Agency to provide drafting
assistance for a bill. Thereafter, Mr. t iazzoli would :Look
at our effort and, if he finds it acceptable, will forward-
it to __with a request for comments by the ACLU.
