SUBJECT: Talking Points for PFIAB Questions on Grenada
The attached is for your meeting with PFIAB on Grenada.
Note that toward the end I mention a study. This is what I brought up in
conversation with you the other day: a study by the DDI's Product Evaluation
Staff (PES) of the intelligence process as it concerned Grenada. If you do
commission such a study, then that reference is fitting. I think the study
should be for lessons learned, not for "intelligence failures."
Even though PES works intramurally, I think we should somehow look at
what DoD had on the shelf. Should it not have been clear that Grenada was of
particular interest to us even though none of us could have predicted how it
would evolve?
