The following changes were made after the draft was approved at the working level on 10 November 1983: --The first two sentences of the third full paragraph on Page 4 were recast --State/INR believes that more Cubans may still be in Grenada than we have estimated and has taken a footnote to that effect. --The last sentence in Section II was modified to reflect recent reports of sniper fire. --The last paragraph in Section III-B was deleted.
