Casey Director Central Intelligence Agency Washington, D.C. 20505 Dear Mr. Casey: I recently had the occasion to attend bilateral consulta- tions in Europe concerning Central America and the Caribbean. Prior to the trip I asked the appropriate agencies to provide me with information which I could use in Europe to support and explain the key issues involved in U.S. policy toward Central America and the Caribbean. I wish to take this opportunity to commend the work of Dr. Constantine Menges, the National Intelligence Officer for Latin America, who provided me with some of the most useful relevant materials I have yet seen. I was able to use these materials in my conversations with the British, the French, and the Dutch foreign ministries. They assisted me in supporting our arguments that the United States is attempting to bring about democracy and economic develop- ment as well as stability in the region. These unclassified materials were very convincing and I want to commend Dr. Menges and his staff for what I know must have been a great deal of work and research under tight deadlines in gathering this information. I believe our policy in Central America and the Caribbean is the correct one. Unfortunately, we have not been able to convince the U.S. Congress or the American people, or as I found in Europe, our allies, but with assistance such as that provided by your Agency, I believe we can make much progress toward that end.
