MEMORANDUM FOR THE HONORABLE WILLIAM J. CASEY

SUBJECT: Latin America (U)
I understand that CIA is currently preparing a classifieds
analysis of communist active measures in"Latin America.. This
was requested by the Active Measures Working Group. I would
like to underscore NSC interest in the Agency's giving priority
to this request. An early publication will be very helpful.
The paper is designed to give us a better grasp-as to how the
Communists seek to influence the political agenda and public
opinion through various active measures in the Western Hemi-
sphere. It will give us some parameters to help.shape our own
public diplomacy. I would need to receive their reports as
soon as realistic and certainly no later than February 1,
1984. (s)
In this connection, I strongly endorse Constantine Menges'
earlier request for a study which would focus, inter alia, on
the external propaganda structure that the Sandinistas have
developed, especially in Western Europe, in effectively
spreading their story. Its timely completion would be help-
ful. While the Active Measures study should. provide a
baseline picture of the communist influence structure in this
hemisphere, it will not focus on how the Nicaraguans go about
pushing their line abroad. We can use this study.to formulate
efforts to counter the FSLN. (S)
