3. In accordance with the DDCI's guidance, the attached interim response
to Judge Clark provides a summary of what has been done by the Intelligence
Community over the past year against this difficult target area. A more
detailed response will be provided at a later date. It will be based upon a
comprehensive examination by the DCI's Critical Intelligence Problems
Committee (CIPC) of a range of intelligence activities against terrorism, with
emphasis on identifying ways and means of improving the overall intelligence
