I have in mind the following: -- Andropov's threats to Hussein in Moscow. See~~ memcon on -- Threats brought to Ankara on Soviet targetting of Turkish-US co-located supply depots in Turkey. Demand of Soviet emissary to see General Evron when Foreign Minister rejected threats. Report on these conversations came in week before last. -- Threat issued in response to Nakasone's comment to expand Japanese defense effort and statements about Japan being an unsinkable aircraft carrier. -- Threat of analogous deployment. -- Other threatening gestures in Europe to go with efforts to influence German elections. - Overtures to Spain of,a carrot and stick nature in relation to Spain's corning into NATO. -- Soviet Foreign Minister's pressure on Pakistan Ambassador in Moscow-- "l,~hy is Pakistan waging war against the Soviet Union in Afghanistan?" - In addition, some of the active measures we have observed, i.e., forgery of Reagan letters to the King of Spain and others, can be broadly characterized as intimidation. r ? ~' I --'" ~_- William J.
