Enclosed for your information and use is the National HUMINT
Collection Plan on Technology Transfer to the Soviet Union and East
European Communist Countries. The national information needs on this
important subject, as expressed in the Collection Plan Objectives were
developed by the DCI's Technology Transfer Intelligence Committee
(TTIC) and have been coordinated throughout the. Washington community.
Priorities are identified. The Plan will be supplemented by a
Collection Support Brief prepared by the TTIC which will elaborate on
priority requirements at the CONFIDENTIAL level and provide detailed
guidance and follow-up questions for field collectors.
Please note that the Plan lists collection responsibilities of
intelligence and other agencies represented on the staff of your
Mission. Some of these elements will also receive cop'"`zs of the Plan
through their own channels, or instructions reflecting their
responsibilities through their internal management documents. The
Plan is sent to you for your information. tde trust that you will. find
it useful in managing the reporting of the Country Team and in
preparing future Post Reporting Plans.
