SUBJECT: National HUMINT Collection Plan
Technology Transfer to the Soviet Union and
East European Communist Countries
1. Action Requested: See paragraph 4.
2. Background:
a. The Collection Plan on technology transfer at Tab A
was developed with the active participation and
concurrence of the Technology Transfer Intelligence
Committee (TTIC) and appropriate agencies and
departments.
b. The Plan will also be supplemented by a Collection
Support Brief prepared by the TTIC which elaborates on
priority requirements at the CONFIDENTIAL level and
provides detailed source screening guides and source
follow-up questions for field collectors.
3. Staffing: The Collection Plan on technology transfer was
approved by the TTIC and subsequently coordinated in a meeting with
representatives from collection and production elements of each of
the agencies named in it. The selection of Embassies that should
receive the Plan re resents the consensus of meeting participants.
