The Intelligence
Community's Executive Steering Group for Strategic Planning (ESG/P), chaired
by the DDCI, determined that there were aspects of this issue that should be
developed further as a Community strategic planning perspective. The ESG/P
concern centered on the need for the Community to determine what our national
security concerns should be in light of potential super r proliferation

3. Discussion. Several activities have been initiated in the Community
as a result of the ESG/P deliberations in an attempt to scope these national
security concerns, and we will be reporting to you as soon as the results are
in. One action item involves ESG/P 25X1
concerns over the critical role technology transfer could play in this
arena. The attached memorandum to the Chairman TTIC, addresses these
concerns. It has been discussed with
