Dear Jay:
As you are aware, the Intelligence Community is continually striving to
focus its analysis on those questions which, if answered, can be of greatest
value to policymakers. In particular, those persons who are responsible for
scientific and technical intelligence are making a major effort to assure that
their resources are being used to address those questions which are of
greatest interest to the policymakers who are concerned with national issues
which involve foreign science and technology. This effort is in support of
our initiative to do more work-in determining which sciences and technologies
are being emphasized in foreign countries so that there will be an early
warning of possible future foreign weapons systems, economic threats or
surprises which could have a significant impact.
I believe you are in a particularly good position to assist me in
focusing the Intelligence Community's science and technology reporting and.
would like to ask your help. To insure that our scientific and technical
intelligence efforts are on target, we periodically need guidance from senior
policymakers in the science and technology arena. To provide this guidance, I
propose that you establish a small advisory panel of key policy officials.
The panel would discuss the various concerns of senior policymakers as well as
identify specific sciences and technologies where there is particularly high
interest. I suggest that the panel consist of about eight members and I
request that you serve as chairman. I would think that two or three meetings
a year would be appropriate. Other members of the panel might include persons
such as Dick DeLauer, Hans Mark, Bill Schneider, Lionel Olmer, suitable
representatives from DOE and perhaps the uniformed services.
You are, of course, aware of my Science and Technology Advisory Panel
composed of eminent scientists and engineers from academia and the private
sector. I suggest that Gordon MacDonald, the Chairman, meet with your panel
as an observer. I also suggest that the small group of the senior scientific
and technical intelligence officers now being formed within the Intelligence
Community to better coordinate its S&T activities be present for your
meetings. They could benefit directly from the discussions and assist in
implementing your guidance. Julian Nall, my newly appointed National
Intelligence Officer for Science and Technology, is in the process of
establishing this group and will serve as its chairman.

It seems to me that the formation of this panel represents an important
opportunity for the policymaking community which is concerned with science and
technology. It will enable the members of the panel to interact directly with
and provide guidance to my principal external science advisor and the senior
scientific and technical people within the Intelligence Community. I believe
this interaction will enable us to provide you and others with more effective
and timely intelligence support.
I trust that you will agree that this activity is very worthwhile and I
look forward to receiving your response at an early date.
