MEMORANDUM FOR: Deputy Director of Intelligence
FROM: Director of Central Intelligence
SUBJECT: Analysis Comparing Western Economic and Military Aid
with Soviet Economic and Military Aid
1. For my Central America testimony next week I would like a
comparison of Soviet aid to Cuba and Nicaragua, economic and military,
with US aid to Costa Rica, Honduras, El Salvador and Guatemala.
2. As an entirely different product, I think it would be useful
to get an analysis comparing Western economic and military aid with
Soviet economic and military aid to Soviet client states and Western
aid to targetted countries such as the Sudan, Somalia, Morocco, Thailand,
Jamaica with Soviet aid to its satellites. Figures for the beginning
of this analysis are attached as you provided a month or so ago.
