1. The suggestions made by the DDI, the NIO for Narcotics ,and
have been incorporated into a Narcotics Theme initiative for the 1985
budget. In addition to other resources, the Theme specifically includes their
suggestions for additional OGI analysts, a DDI liaison/representative
analysts, and ORD technical resources. A summary

2. Since this initiative is contained in the 1985 budget proposal, it
would not be presented to Congress until January 1984. Whether or not the
1985 Program is early enough to respond to the DDCI's concerns about narcotics
is another question. It is, however, as early as we can make such an effort
without a formal reprogramming or making an internal reallocation of
resources. F
