MEMORANDUM FOR: EA/DDI?

1. As you are aware, a?PFIAB task force is reviewing the
.quality of Agency political analysis on'the Soviet Union. The
task force is presently looking at Soviet involvement in
Poland. In early August your office was informed that the second
area of PFIAB concern is the analysis related to Soviet decisions
planning and preparations for the invasion of Afghanistan.
Several days ago the PFIAB staff said that a third, and last,
area for review will address the question of "how the
Intelligence Conniunity prepared policy matters for, arms
negotiations."
Present Status
2. Poland. The PFIAB has been given voluminous material on
Poland. Sy Weiss has reviewed sensitive DO reporting. There are
no outstanding requests.
3. Afghanistan. Representative materials are being
selected by the DI and will be ready to send to the PFIAB by
mid-September.
Outstanding Action
4. The PFIAB staff asks that we provide the Board with a
machine run of documents covering Soviet-Afghanistan affairs in
the period leading up to the invasion.
5. The staff also asked for a paper (for Weiss) prepared in
1968 to support the policymakers in the SALT I negotiations.
6. As the retrieval of documents on Afghanistan winds down,
PFIAB would like to work out a manageable retrieval of material
for the Board's use in its study of CIA support to arms control
negotiations.
7. I have taken action on paragraph 5 through the NIC.
Would you follow up on paragraphs 3, 4, and 6?
