I am sorry that I will be unable to greet you upon your return, but trust that your travels and encounters were worthwhile. I look forward to reading your trip report. (By the way, mentioned to me in passing several 25X1 weeks ago that your previous trip reports have been quite a hit at the White House.) 2. You will be receiving several packages and hopefully a few moments with John McMahon on Tuesday afternoon in an effort to brief you quickly on the highlights of what has transpired during your absence. Harry Rowen will provide the results of the NIC's efforts to re-prioritize the schedule of estimates, per your request through me. is 25X1 pulling together reports from each of your Deputies covering significant developments during the past two weeks. Joe, I am sure, will have additional materials for you. 3. This folder contains summaries of John's participation in NSC activities. There were no meetings with Shultz or Weinberger because of schedules and lack of significant. agenda items. He did meet twice with Clark. I have included memos for the record from those meetings. In addition, John attended the following meetings: -- NSC on Pipeline. This was a discussion of Shultz's plans to consult with our Allies to move the Alliance back onto a positive track. Exceptions for certain companies were discussed in this context. - SIG on Space. This was the first meeting on space to set up a mechanism for implementing our National Space Policy. You will see an effort by John and others to keep the SIG's focus on major policy issues rather than programmatic ones. The purpose of this meeting was to review where we go next in promoting US policy (Phase II). The reinfiltration of PLO fighters into Lebanon is of obvious con- cern (see summary of the evidence). -- Latin America. At the same NSC meeting above, Secretary Regan painted a grim picture of the international financial situation. He handed out a Treasury analysis of the status of Latin American countries. (Tab G) 4. The following meetings currently are scheduled for next week: -- Clark, Wednesday 6 October -- Lebanon Steering Group, Thursday 7 October tentative- will go plus?) -- Weinberger, Friday 8 October - Dam, Friday 8 October Siultz is out of town until 12 October) Dewey reports that no more meetings on Central America are likely to be scheduled until the following week. I saved it only for your information. also reports that the White House will be issuing shortly a Terms of Reference for a complete review of all NSDDs on Central America, including the new one. The intent appears to be to ensure that we are on the right track and to find out who is doing what. You may be asked to produce a SNIE in support of the review. 5. Other Issues. -- The IIM on Soviet ABM Developments is shaping up. Larry is shooting for a -1-2-October NFIB. John Z informed Clark. 13 is planning to send you a note requesting that you sensitize the NFIB Principals to the need to pay close attention to the possibility of SS-20's showing up in Cuba.
