'EL SALVADOR: PERFORMANCE ON CERTIFICATION ISSUES
Most of your concerns (Tab A) have been accommodated in the revised draft
of the SNIE as.coord.inated by the NFIB representatives on 12 January. (Tab B).
--DIA and State also urged that the draft be more positive, and
the Key Judgments and lead paragraphs in most of the sections
were revised accordingly.
--The phrase "only marginal improvement" was changed to "some
modest improvement"in the lead paragraph.
--We do not believe the Ochoa/Garcia controversy changes the
judgment on page 1. We have introduced language later in the
text (paragraph 16) to take note of the possible ramifications
of the power struggle (which could be revised in light of
continuing developments with new language tabled at NFIB on
.Friday).
--On page 2, the excellent treatment given to Salvadoran political
prisoners has been confirmed by U.S. Embassy officers who have
visited and spoken with the prisoners.

taken care of by new language proposed by DIA.
--I have asked ALA to provide more statistics on land reform
per your comments on page 7.
--The paragraph you object to on page 11 has been deleted.
