Rowen Chairman, National Intelligence Council The 8 September 1983 Meeting of the National Narcotics Border Interdiction System (NNBIS) Assistant National Intelligence Officer for Narcotics 1. The Vice President's office does not plan to publish a formal agenda for this meeting, however, topics currently under consideration for discussion include: A. Report on Progress to Date -- this probably will take the form of a report to the group by a member of Bush's staff, possibly with a request for comments from each principal. Concerning Agency Support to NUBIS -- You may wish to say that a three-man team of DDI annuitants will visit each of the six regional Centers, beginning in late September, to develop a guidance document recommending how the Centers should handle intelligence data. Next, a training package will be tailored to meet the specific problems confronting each Center, including suggestions concerning data collation, requirements, trend analysis, and a reports system. (Attachment 1.) Concerning Intelligence Community Support -- You can tick off progress to date and our intentions for further action. (Attachment 2.) B. Intelligence Problems and Solutions -- Your discussion of this topic may include: -- For legal reasons, CIA personnel cannot participate in Center operations but can train staff members--which we intend to do. An Intelligence Community study by a working group of the CIPC on International Narcotics Coordination and Collection is scheduled for completion on 15 September 1983. This working group, chaired by Jon Wiant of State, will publish a two-part long-range study on the adequacy of intelligence support to US international narcotics efforts, including a. review of data coordination problems and the legal aspects of intelligence community participation in narcotics interdiction. Specifically it will address the following topics: (1) Effectiveness of intelligence collection for key policy areas of crop eradication and supply interdiction; (2) Intelligence resources collection currently employed in support of illicit drug suppression programs; (3) Identification of critical intelligence gaps; (4) Recommendations for collection management and how to bridge gaps or improve collection; (5) Recommendations concerning coordination of narcotics-related intelligence collection, production, and dissemination at Headquarters and in the field. The NNBIS coordinating board meeting on 25 August 1983 also convened without an agenda. Topics for discussion at the 8 September meeting will most probably parallel those of the 25 August meeting -- see attached. (Attachment 4.)
