He appealed for discipline in protect- ing the confidentiality of COCOM deliberations. With reference to seven interim progress reports before the SIG members for review, the Chairman called attention to NSSD 1-83 and asked for more rapid work in the groups handling the public awareness program and .the problem of hostile access to western computer networks. To effect the work program set forth in NSSD 1-83, a steering group under Gus Weiss was asked to organize the effort. Their plan aims at a short NSDD draft covering reports from separate working groups on organization, policy, and special issues. The groups are to exist only for the duration of the drafting exercise.. Gus Weiss was asked to report monthly to the SIG on their progress. The SIG approved the work program and structure. Dale Tahtinen briefed the SIG on the list review process, the ad hoc committee on Other High Technology, and planning for the COCOM HLM in Paris, April 28-29. He stressed the importance of modernizing the COCOM Secretariat. The Commerce representative pressed for maximum HLM progress on the proposals tabled by the U.S. side. The chairman asked for early completion of the DOD study of critical technologies so that the IG on Missile Technology and eventually the EDAC could address the matter. On the subject of technology transfer to India, it was noted that a breach of security in the Omega case may have occurred. The SIG debated the merits of seeking a technology transfer agree- ment with India, Defense opposing the idea on grounds that a common U.S.-Indian interest in protecting U.S. technology could not be substantiated as the premise of such an agreement. Commerce and CIA supported Defense, and the question was remanded for further study. ' The Chairman noted that a new U.S. policy on visa controls was official as of April 8 and would be announced confidentially to allies at the HLM April 28-29. An interagency meeting was called for April 19 to decide the text, venue and form of a public announcement. Responding to a question from the FBI representa- tive, the Chairman affirmed that these particular controls applied to the USSR and Warsaw Pact countries, not as yet to the PRC.which was the subject of an NSDD being drafted in another forum. CIA representative Robert Gates briefed on the recent French expulsion of 47 Soviet operatives. He noted that despite the impressive number (66) of KGB officers expelled from Europe since December, the French measures had not targetted GRU or East Bloc operatives, or agents operating from the USSR itself. These categories remained untouched. Under other business, Defense raised the desirability of terminating U.S. participation in the IIASA in Vienna. The Chair- man suggested examination of the question for the next SIG meeting. ACTION ASSIGNMENTS 1. Gus Weiss undertook to supervise and report monthly on interagency work in compliance with NSSD 1-83. Three working groups will support the steering group which he chairs. 2. Defense undertook to complete its work on critical tech- nologies related to nuclear-capable missiles. This study is a necessary input to IG work and EDAC consideration of dual use equipment and technology controls. ..
