Talking Points for Briefing of Senator Chiles
1. The language of the DCID establishing the Critical Intelligence
Problems Committee defines its mission as:
" . to define those critical intelligence problems that are
referred to the Committee by the Director of Central Intelli-
gence or the Deputy Director of Central Intelligence and to
recommend specific remedies, including the restructuring of
collection, processing and production efforts within existing
resources, or through new initiatives requiring reprogramming or
supplemental funding action."
2. Under the chairmanship of the Deputy Director/Office of Intelligence
Liaison/INR and the Coordinator of Foreign Narcotics Intelligence, a 17-man
Narcotics Working Group has been meeting since mid-March. The group is
comprised of substantive working-level representatives from all components of
the Intelligence Community, including the CIA, INR, NSA, FBI, Treasury, DIA
and military service intelligence. Representatives from the DEA, Customs, US
Coast Guard, and the INS are also regularly represented at the Working Group
level.
3. In its discussions thus far, the Working Group has sought to assess
the adequace of intelligence support to US international narcotics control
efforts. The focus is primarily on the effectiveness of intelligence

4. Issues which have come under the purview of the Working Group and
which will receive full attention in the final study include:
5. To date, the Narcotics Working Group has developed a number of issue
papers which are the substance of discussion prior to final recommendations
proposed to the CIPC next month. They include:

7. A special meeting of the CIPC Narcotics Working Group was held within
the past few weeks to discuss the legal aspects of intelligence support to the
Federal narcotics effort. Ms. Mary Lawton, Counsel for Intelligence Policy,
Office of Intelligence Policy and Review, Department of Justice, provided an
overview of the many issues raised in providing intelligence support to the
Law Enforcement Community. The meeting was attended by some 20 represen-
tatives of the narcotics community, including general counsels, and afforded
the opportunity for a wide-ranging discussion.
8. I mention the above to illustrate the fact that, of the major problem
areas being addressed by the CIPC, the range of issues involving the managing
of the narcotics information flow is one of the most critical. They include:
? Protection of sources and methods involved in narcotics intelligence
collection.
? The sanitization and/or use of national assets in support of law
enforcement interdiction/criminal prosecution efforts.
? The dissemination.of narcotics information between the Intelligence
Community and the Law Enforcement Community.
9. In addition, there is a need to provide impetus to the lack of
movement on, or absence of, Memoranda of Understanding between elements of the
Intelligence Community and the Law Enforcement Community, e.g., between DEA
and CIA, between NSA and the US Coast Guard and Customs.
10. Finally, a major problem area which will be addressed by the CIPC
study will include the shortfalls in the Intelligence Community's collection
and analytical capabilities and the identification of those issues and areas
where pilot projects can be initiated to provide some indication of potential
intelligence yield.
