1. The attached papers are for our meeting at
1300 on Tuesday, 7 March, in the DDI conference room.
The first two pages summarize the 20 recommendations
that are DDI action, characterize each as Major (that
is, implementation has a fundamental bearing on other
recommendations, or in the case of No. 23 concerns a
discrete problem of major dimensions) or Minor (that
is, the recommendation is a detail or represents a
second order of business), and indicate whether the
recommendation is acceptable to the DDI and whether
it has been considered necessary to restate the wording
of the original recommendation.
2. You are receiving the entire package so that
1) you can review the entire range of recommendations,
as well as the ones for which you were responsible, and
2) you can consider again whether there are deficiencies
or problems not covered by the existing recommendations
and for which additional recommendations should be
formulated.
3. In the pages on the individual recommendations,
the first column states the original recommendation of
the IG report, the center column contains a proposed
restatement, and the third column gives background and
rationale.
4. You will note that the restated recommendation
is sometimes different from that which we discussed.
This is the result chiefly of trying to make sure that
the recommendations interrelate properly. Please come
prepared with new language where you think that is
necessary.
