REMARKS:
1. Thank you for your comments.
2. I appreciate your concern over
the possible implications for OCI of the
wording concerning DCID 1/2. My intent
was not to "recommend in favorable terms"
that the committee consider the proposal
to define geographic areas which do not
warrant intelligence collection. Rather,
it was to note that, in its deliberations,
the committee should consider the merit
of the various things that the IG survey
urged, either in'the language of the
original recommendations or in its dis-
cussions of the DCIDs.
3. I have no strong objection to
deleting the offending words-from the re-
statement and comments prepared for Jack,
but I'm sure this won't in the least deter
the committee from investigations in that
direction if it is so inclined.
4. I should think that the best
protection you have from the kind of thing
you discuss (and with which I'm in complete
sympathy) is the fact that Jack will chair
the committee. If you wish, I'll be
happy to recommend that D/OCI chair the
working subcommittee on DCID 1/2.
