With that, we should move ahead to implement the reccaeosnda- tions as feasible and desirable within the Agency, and to make the other U8I8 agencies familiar with the message of the survey as a whole 2. In response to your memorandum of 18 Jam 1887: I an forwarding the counts of this Directorate on the 20 recommendations addressed to me. We have found it desirable to restate most of the original recommenda- tions in action terms. In so doing, some have been com- bined. We believe that the responsibility for two of the recommendations should be transferred to other Agency officials. 3. I regret any delay caused by my absence,, but I am sure you understand my concern with the matters raised by the report and its recd mendattons.
